Release 2 gate
Do not begin Release 2 implementation until OVC-001 has been completed and reviewed under ACQR-PG-002. Release 2 will prioritise cloud persistence, authentication integration, institutional-role enforcement, Row-Level Security, server-side identifiers, persistent audit trails, secure document storage and persistent notification delivery.
